Jon Dougal
Jon Dougal - Chairman of the board
Jon Dougal, a “sustainability strategist” and “ecological alarmist” is an early adaptor of projects
for the future well-being of our planet. His major project creation, “Smart Streets Worldwide
Systems,” forms the most advanced communications backbone for cities to enable municipal
resource conservation. His design of bamboo building products to replace traditional wood fiber
was 10 years ahead of conventional adoption. He markets “fuel-less” electrical generating
power plants in Africa, South Korea, Viet Nam, and the Middle East. He outlined a city of the
future with sub-surface farming 30 years ago.
Founder, Editor, and Publisher of several newsletters focused on sustainability, these
education- oriented publications reached 300,000 subscribers in 21 countries. Dedicated to
“Green Building, natural building products, and Sustainable Living,” these eNewsLetters
covered all emerging topics, technologies, processes, and techniques needed by both
professionals, government officials, agriculturalists, biofuel producers, and homeowners in
addressing sustainability & climate change.
Partially responsible for passage of AB32 (anti-global warming act) through outreach efforts
with “New Voice of Business” leveraging the newsletters’ email addresses.  AB32, and
subsequent SB375, set up a base for future economic growth for California.

Co-author of the San Francisco Master Green Plan for future generations; member, Hazardous
Materials, Economy & Development, & Risk Management committees, 1997.

Specifier and Project manager of the 1st U.S. LEED Platinum residence, registered and
awarded in 2008, a model for other residential LEED filings.

Original member of International Standards Organization (ISO) 14001 West Coast Working
Group–Technical Advisory Committee, supported by Silicon Valley manufacturers with ISO
9001 experience.  Developed, edited and improved standards for product labeling, regular
improvement, and environmental impact.

Created the “Green Building Products Showcase,” co-sponsored by the AIA-Committee on the
Environment, Pacific Gas & Electric, Urban Ecology Institute, and Architects, Designers, &
Planners for Social Responsibility. It became the foundation of the West Coast Green
Conference, the first and largest residentially focused expo and homed in San Francisco for
several years.

Original member of the Clinton Committee on the Environment, 1997.

Founder of the USGBC Central Valley/Coast Chapter, now a major chapter in Central
California, as well as an instructor in the UC Merced green construction and LEED certification
programs in 2004.

Active member of the Board of Advisers for the USGBC Inland Empire Chapter, using
experience from helping launch the USGBC San Francisco chapter and helping it expand to
grow 2 more sub-chapters in 2007.

Conference host and chair of the first and continuing benchmark conference  “Altering Profiles
of the Future” for the UC System held at UC Santa Barbara 2002

Instructor of “green construction materials & technology” at the Community Colleges of San
Bernardino and Riverside counties and advanced degree students at University of California–
Riverside.  These classes gave hands on experience in green building to the attendees and
made them experts in “green materials.”
Dr. Russell R. Chianelli
Professor of Chemistry, Materials and Environmental Science and Engineering
Director of the Materials Research and Technology Institute
professor at The University of Texas at El Paso. He was the Chemistry department chair before
starting the Materials Research and Technology Institute (MRTI). MRTI has been vital in helping
students across various sciences conduct research in Environmental Science, Materials,
Chemistry, and Engineering.

research and developing innovations in research.

Soil Amendment  

Dr. Call is an entrepreneur and systems engineer with 20 years of experience in new product
development and technology commercialization.
Dr. Call has founded and exited several start-ups including Mesofuel and MesoSystems
Technology.

He is currently Vice President of Commercialization for Zeteo Tech, LLC, which is a
instrumentation company developing a microbial mass spectrometer.  Since starting in 2013,
Zeteo has been successful winning competitive contract awards for technology and product
development from Defense the Department of Homeland Security, the US Army and the Bill and
Melinda Gates Foundation.  

He also is CEO of CleanSpot, Inc. which is commercializing antimicrobial sprays and coatings.
The company’s first product – ActiveClean by CleanSpot- is a moistening hand sanitizer based
on natural ingredients including ethyl alcohol and beeswax.

He is Chairman of the board at NSE, Inc., an algae-growth systems company based in Santa Fe,
New Mexico, which has licensed its technology to SupraAlgae, Inc.

In addition to being an inventor with over 30 U. S. Patents, Dr. Call has extensive experience in
raising capital for startups and in licensing technology from universities and the national labs.
Over the past several years, Dr. Call has become an active angel investor, having made over 20
investments in New Mexico startups. He is an advisor to the Cottonwood Technology Funds I
and II (www.cottonwoodtechnologyfund.com), and on the board of directors at the High Desert
Discovery District (www.hddd.org), a non-profit focused on mentoring entrepreneurs in New
Mexico.

He is a founding partner of Phase One Ventures, LLC, a venture fund that invests in
technologies at the intersection of biotechnology and nanotechnology. His strengths are in
intellectual property strategy, product design, introducing new products to market and
management team development. In addition, he volunteers his service on the University of New
Mexico’s Conflict of Interest Committee.

Dr. Call received his B.S. in Chemical Engineering with Highest Honors from Montana State
University, and an M.S. and Ph.D. in Mechanical Engineering from the University of California,
Davis, with a focus on energy systems, fluid mechanics, and sensors.  Dr. Call’s doctoral
dissertation focused on the particle-turbulence interactions and laser-based diagnostics for
particle tracking. He completed a post-doctoral fellowship in Spain focused on aerosol science
prior to joining the technical staff at DoE’s Pacific Northwest National Laboratory in 1994.
He now lives in Albuquerque, New Mexico with his wife and four boys.

As founder of NSE, Luke oversees the development of strategic relationships with industry
members and the larger community. He has been instrumental in growing the company’s value
and forging relationships with the academic and corporate partners. Luke also serves as Co-
Director of the Biofuels Center of
Excellence and lead algae instructor at the Santa Fe Community College which showcases one
of NSE’s state of the art Algae Base Station systems. NSE was recognized by 2015 Algae
Industry Magazines reader’s poll for 3rd best cultivation system. Luke and the SFCC team are
also a key member of the Department of Energy Algae Technical Education Collaboration that is
developing a two-year degree for algal cultivation in partnership with the Algae Foundation,
National Renewable Energy Labs, industry and major universities.

SFCC Bio
Luke is a nationally recognized leader in the Algae and Biofuels industry and for his
collaborations with educational development programs. He has current projects with the
Department of Energy, National Renewable Energy Labs, Sandia National Lab, Los Alamos
National Labs, EPSCoR and a variety of industry collaborations. Luke has bee involved with the
SFCC Alternative Fuels program since its beginning and continues to collaborate in developing
new, cutting-edge programs. He has directed the Biofuels Center of Excellence since 2012 and
in 2015 was voted the second ranked educational program internationally by the industry. He is
also the president of New Solutions Energy, a company dedicated to integrated bioenergy
solutions and holds two patents for algal cultivation methods and systems. Luke’s knowledge of
sustainable technologies, combined with his passion for the natural world, motivates all of his
work.
